The Leadership of the National Ministry of Roads and Bridges together with The Executive Director of the South Sudan Roads Authority (SSRA), Eng. Kose Luka Wani Igga convened a strategic meeting to deliberate on the Draft Road Maintenance Financing Bill.

Juba, 6th October 2026-Today, the Undersecretary of the National Ministry of Roads and Bridges, Hon. Eng. James Alam Ohurey, together with the Executive Director of the South Sudan Roads Authority (SSRA), Eng. Kose Luka Wani Igga, and Directors General of the Ministry, convened a strategic meeting to deliberate on the Draft Road Maintenance Financing Bill.

The meeting focused on developing a legal framework for the establishment of the Road Maintenance Fund (RMF), a critical instrument to ensure sustainable financing for the maintenance of South Sudan’s road network.

The Road Maintenance Fund, once established, will:

  • Provide dedicated and ring-fenced resources for road rehabilitation and maintenance;
  • Enhance institutional accountability and transparency in the use of funds;
  • Strengthen the capacity of the South Sudan Roads Authority to deliver quality and timely maintenance works; and
  • Safeguard investments by embedding climate resilience and safeguards into maintenance planning.

Speaking during the meeting, Hon. Eng. James Alam Ohurey noted:

“This Road Maintenance Fund will be the backbone of our efforts to keep South Sudan’s roads serviceable, resilient, and supportive of economic growth. It is a step toward transparency, sustainability, and national pride.”

The Ministry reaffirmed its commitment to work closely with Parliament, development partners, and all stakeholders to ensure that the Bill reflects international best practices and secures long-term sustainability for South Sudan’s road infrastructure.
